The Office of Research and Sponsored Programs is dedicated to supporting and enhancing the research enterprise at the UMDNJ-SOM and UMDNJ-SOM OPTI.

  • To expand the frontiers of knowledge in the basic and clinical sciences with research programs of excellence.
  • To develop innovative research and health services programs through partnership within the university and with other health care institutions.
  • To provide faculty with University and Funding Agencies Policies and Application Forms as well as current funding information.

The following rates should be used when calculating all grant budgets:

Salaries: Current year salaries should be increased by 4% annually for subsequent grant years. The federal government will pay no portion of any salary exceeding $186,600 (effective 1/1/07; NIH GUIDE, 1/4/07)

Fringe Benefits: 35% of requested salary for all full-time employees or more than half-time employees.

Postdoctoral Fellows:

Fringe Benefits - 8% of salary plus medical insurance as follows: Postdoc only: $206/month ($2,472/yr)
Postdoc and one dependent: $472/month ($5,664/yr)
Postdoc and family (2 or more dependents): $599/month ($7,188/yr)

Note: Effective immediately, grant applications supporting graduate students should be budgeted as follows (per student): annual stipend amount, $24,000 (effective fall of 2005); the student health insurance fee, $1,917/year; and the Health Services Fee, $300/year (Total: $25,816/year).

Non-Salary Annual Increases: 5% on non-salary expenses; 5% over current rates for Research Animal Facility charges.

Indirect Costs (IC)/Facilities and Administrative (F&A) Costs:

  • Federal Negotiated On-site Rate: 56.0% of modified total direct costs (MTDC) excluding equipment or patient care costs.

  • Industry and/or Clinical Trial Support: 25% (minimum)
    Fees and Charges Related to Industry Support: When negotiating with industry, faculty are expected to negotiate for full indirect cost recovery.

Change in Business Process: Replacing PI Signature on the Application with an Institutional Compliance Requirement

Effective with PHS398 applications prepared for submission/receipt dates on/after May 10, 2006, the signature of the Principal Investigator is no longer required as a part of a submitted application. Instead, a new compliance requirement is now implemented whereby the applicant organization agrees to secure and retain at the organization a written assurance from the Principal Investigator (PI) prior to submitting an application to the PHS.  While this assurance is no longer required as part of the submitted application, it remains a compliance requirement.  Therefore, organizations must retain a unique signature and date for each submitted application.   This assurance must be available to the sponsoring agency or other authorized HHS or Federal officials upon request. 

Such an assurance must include at least the following certifications:  (1) that the information submitted within the application is true, complete and accurate to the best of the PI's knowledge; (2) that any false, fictitious, or fraudulent statements or claims may subject the PI to criminal, civil, or administrative penalties; and (3) that the PI agrees to accept responsibility for the scientific conduct of the project and to provide the required progress reports if a grant is awarded as a result of the application.  When multiple PIs are proposed in an application, this assurance must be retained for all named PIs.
